A slower rate matters most when you are still training your ear for a new language: at normal conversational speed, sounds blend together and unfamiliar words fly past before you can place them, but at 0.7x there is enough space between syllables to catch pronunciation, word boundaries and stress patterns you would otherwise miss. It is the same trick language teachers use when they deliberately slow down for beginners.
