Rounding to tenths looks only at the hundredths digit. For 4.86 that digit is 6, which is 5 or more, so the 8 climbs to 9 and the result is 4.9. For 12.34 the deciding digit is 4, so the answer stays 12.3. A perfect tie like 7.35 rounds up to 7.4 in the standard half-up mode — or to 7.4 as well under banker's rounding, since 3 is odd and moves to the even neighbour 4.
