Only the tenths digit decides. 7.5 rounds up to 8 because the deciding digit is exactly 5, and 7.49 rounds down to 7 because the deciding digit is 4 — the 9 after it changes nothing. That second example is the classic classroom trap: rounding in two steps (7.49 to 7.5, then 7.5 to 8) is simply wrong, and the explanation line under the result shows the single digit that legitimately made the call.
